In a big win for India, and for the first time, BRICS countries on Monday slammed Pakistan without naming it, as they “deplored” terror attacks in member countries and the “violence caused” by Pakistan-based terror outfits.

The ‘BRICS Xiamen Declaration’ specifically named the Pakistan-based Haqqani network, Lashkar-e-Taiba, Jaish-e-Mohammed, and the Taliban, ISIL/DAISH and Al-Qaida.

China has probably for the first time acknowledged and condemned Pakistan-sponsored terror, which is being seen as a crucial progress in India’s agenda for global action against its neighbour.

China has been blocking India’s attempt to designate Pakistan based Jaish-e-Mohammad chief Masood Azhar as a terrorist. Beijing had on several occasion highlighted some technical ground to avert a ban on Masood Azhar to please its all-weather friend Pakistan.

In addition, the BRICS members+ also called for greater efficiency in designation of terrorists. This is particularly significant, because it is BRICS member China that has been blocking designating Jaishe-e-Muhammad chief Masood Azhar.

The association of Brazil, Russia, India, China and South Africa in a statement said, “We, in this regard, express concern on the security situation in the region and violence caused by the Taliban, ISIL/DAISH, Al-Qaida and its affiliates including Eastern Turkistan Islamic Movement, Islamic Movement of Uzbekistan, the Haqqani network, Lashkar-e-Taiba, Jaish-e-Mohammad, TTP and Hizb ut-Tahrir.

All BRICS leaders came up very strongly in condemning terror in all its manifestations. You can see that in seven paragraphs of the declaration,” said an MEA spokeswoman on Monday after the declaration was made public.

We deplore all terrorist attacks worldwide, including attacks in BRICS countries, and condemn terrorism in all its forms and manifestations wherever committed and by whomsoever and stress that there can be no justification, said what is being called the ‘BRICS Xiamen Declaration.

Members in BRICS countries have been victims of terrorism and today’s declaration acknowledges we must work collectively,”said the MEA spokeswoman.

The BRICS nations emphasized on the need of “comprehensive approach” in combating terrorism, including countering radicalization, recruitment, movement of terrorists including Foreign Terrorist Fighters, blocking sources of financing terrorism including, and countering misuse of the Internet including social media by terrorist entities through misuse of the latest Information and Communication Technologies (ICTs).

Earlier, Modi, in his plenary session address, emphasized the need for cooperation among the BRICS member nations for peace and development. “Cooperation is important for peace and development. A strong BRICS partnership on innovation and digital economy can help spur growth, promote transparency and support the SDGs (sustainable development goals), he said.

Modi started his address by thanking Chinese President Xi Jinping for the warm reception and excellent organisation of the 9th edition of the annual summit.
